Chester County Department of Open Space Preservation
As Director of Chester County’s Department of Open Space Preservation, Bill works to coordinate the County’s investment in quality of life initiatives and oversees three of the County’s competitive matching grant programs. These programs administer millions in grants to municipalities and nonprofit conservation partners in the areas of farmland preservation; municipal park/trails/greenway acquisition and development; and preservation of natural areas through conservation easements and outright purchase. Bill received a B.A. in Urban Studies and Political Science from the College of Wooster, Ohio and then worked for the Venango County Planning Commission and with a private planning/development consultant prior to graduate school at the University of Virginia’s School of Architecture, where he obtained a Master’s in Urban, Regional and Environmental Planning. He also worked on a number of research projects and legislative initiatives for the Institute for Environmental Negotiation and later with the Virginia Chapter of The Nature Conservancy. Bill received the East Brandywine Township volunteer of the year award in 2003 for his efforts with their Park and Recreation Board and Open Space Advisory Committee.
