Patrick Starr
Pennsylvania Environmental Council
Patrick is Senior Vice President of the Pennsylvania Environmental Council and leads the southeast regional office (serving Berks, Bucks, Chester, Delaware, Montgomery, and Philadelphia Counties) located in Center City Philadelphia. With a staff of 10 employees and an annual budget of nearly $1.6 million, the office manages 20 project initiatives. Major projects under Starrs direction include the Philadelphia Sustainability Initiative, Tidal Delaware Initiative, transit-oriented development, smart growth, stormwater and watershed education and policy. Related to his work, he serves on numerous task forces and boards including the Delaware River City Corporation, the Delaware Valley Smart Growth Alliance, PenTrans, and Environmental Leadership Fund. A few years back, he chaired the Delaware Valley Regional Planning Commissions Regional Citizens Committee.
Previous to joining the Council, he was Public Affairs Director of the Philadelphia Department of Streets. Patrick resides in Center City Philadelphia and is a lifelong Pennsylvanian having grown up near Chambersburg, Franklin County.
